Ontario formally discontinued the OINP Entrepreneur stream on May 30, 2026 as part of the program's regulatory redesign. Here is what immigration professionals need to know about active files and where to move clients next.
On May 30, 2026, amendments to Ontario Regulation 421/17 under the Ontario Immigration Act came into force, formally discontinuing the OINP Entrepreneur stream along with eight other existing streams. This is not a temporary administrative pause — Ontario has reset the program's regulatory framework as Phase 1 of a two-phase redesign first announced in December 2025.
For immigration professionals with active Ontario entrepreneur files or clients positioned for the stream, the picture has changed. Here is what the regulatory update means for file strategy, and what to do now.
What Changed
The Ontario Immigrant Nominee Program (OINP) formally discontinued the following streams effective May 30, 2026:
- Entrepreneur
- Foreign Worker
- International Student
- In-Demand Skills
- Master's Graduate
- PhD Graduate
- Human Capital Priorities
- French-Speaking Skilled Worker
- Skilled Trades
The changes are posted on Ontario's official program updates page at ontario.ca/page/2026-ontario-immigrant-nominee-program-updates and reflect amendments to the regulatory framework rather than a simple stream suspension. The Ministry amended Ontario Regulation 421/17 to give the OINP Director formal authority to create, remove, or redesign streams — and those powers were exercised simultaneously with the discontinuation announcement.
Critically, Ontario has not released details on replacement streams, eligibility requirements, or implementation timelines for the new entrepreneur pathway proposed under Phase 2 of the redesign.
What This Means for File Strategy
Three things matter for practitioners right now.
Applications submitted before May 30 are protected. Ontario has confirmed that all applications received under the existing OINP framework will be assessed under the eligibility requirements in place at the time of filing. If your client had an application in the system before the cutoff, the applicable standard has not changed.
No confirmed replacement timeline. The December 2025 redesign proposal contemplated a new entrepreneur stream as part of Phase 2 — alongside a healthcare stream and an exceptional talent stream. Ontario has not confirmed whether it will proceed with this phased approach, and no launch dates have been provided. Building a client's strategy around an anticipated Ontario entrepreneur pathway in 2026 introduces material uncertainty.
The PNP entrepreneur space still has active options. BC, Nova Scotia, Manitoba, New Brunswick, Newfoundland, and Alberta all maintain active entrepreneur streams with defined investment thresholds. For clients positioned specifically for Ontario, the federal pathways — particularly the C11 Significant Benefit Work Permit — offer a parallel route that does not depend on provincial nomination timing.
What Advisors Should Do Now
Audit your active Ontario pipeline. Any file relying on the OINP Entrepreneur stream that was not submitted before May 30 needs a strategic review. The regulatory reset means there is no guaranteed reopening date, and planning around one is not a defensible file strategy.
Redirect clients toward active provinces. BC, NS, MB, NB, and NL entrepreneur streams are taking applications. If your client meets the investment and net worth thresholds for another province, the case can move forward without waiting for Ontario to relaunch.
Document the strategic pivot for the file. If your strategy is shifting from Ontario PNP to a federal pathway or another province, document the rationale clearly. IRCC and provincial officers assess the business plan for consistency with the specific program target — ensure the business case is realigned to the new stream before submission.
