Program Overview

The International Graduate Entrepreneur Stream is a business immigration pathway under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) for international graduates of eligible Newfoundland and Labrador post-secondary institutions who have already established and operated a business in the province.

This stream is post-establishment and performance-based: applicants must first own, operate, and actively manage a Newfoundland and Labrador business on a valid post-graduation work permit before becoming eligible for provincial nomination for permanent residence.

Selection occurs through a points-based Expression of Interest (EOI) system, followed by an Invitation to Apply (ITA) and a full program assessment.

Meeting minimum eligibility requirements does not guarantee an invitation, nomination, or permanent residence.

The stream rewards applicants who build first, comply early, and document real economic contribution before applying.

Eligibility Requirements

NL Graduate (Eligible Institution)

International graduate of an eligible Newfoundland and Labrador post-secondary institution (e.g., Memorial University or College of the North Atlantic).

Established + Operated Business (12+ Months)

Must have already established, owned, and actively operated a Newfoundland and Labrador business for at least 12 months on a valid post-graduation work permit.

Minimum Ownership

Must own at least 33.3% of the business.

Active Day-to-Day Management

Must actively manage daily operations (insufficient proof of active management is a common refusal trigger).

Job Creation

Must demonstrate direct job creation for Canadian citizens or permanent residents (structure must be compliant).

For-Profit NL Business + Physical Presence

Business must be for-profit with active earned income and a physical commercial presence in Newfoundland and Labrador.

Admissibility

Must hold legal status and be admissible to Canada (no removal orders or unresolved inadmissibility).
