Program Overview

The Business Immigration Stream under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) is a provincial pathway for experienced business owners and senior managers who intend to establish, purchase, or co-own and actively manage a business in Newfoundland and Labrador.

This program is performance-based: applicants must operate their business in NL under a Business Performance Agreement (BPA) before becoming eligible for provincial nomination for permanent residence.

Selection occurs through an Expression of Interest (EOI) system, followed by an Invitation to Apply (ITA), business establishment on a work permit, and nomination after successful fulfillment of BPA obligations.

Meeting minimum eligibility requirements does not guarantee an invitation, nomination, or permanent residence.

The stream is operator-driven and compliance-heavy, including mandatory third-party net worth verification and ongoing post-arrival monitoring.

Eligibility Requirements

EOI + Competitive Ranking

Candidates submit an EOI and are ranked competitively; high-ranking candidates receive an Invitation to Apply (ITA).

Business Experience (Mandatory Condition)

Must meet one of: (a) minimum 2 years of business ownership (≥25% ownership, active role) within last 10 years, or (b) more than 5 years of senior management experience within last 10 years (NOC 0/A/B), relevant to the proposed business.

Language (Mandatory)

First official language CLB 5–7+ is mandatory and scored; second official language CLB 5+ is optional.

Education (Mandatory)

Highest completed credential is mandatory and scored; ECA required. Canadian post-secondary credential (2+ years) is optional for extra points.

Active Management + Physical Presence

Must establish/purchase/co-own a business with physical commercial presence in NL and actively manage it (no remote or passive ownership).

Third-Party Net Worth Verification (Mandatory)

Mandatory third-party verification of net worth and source of funds as part of the compliance-driven process.

Business Performance Agreement (BPA)

Approved applicants sign a BPA; nomination is earned only after meeting BPA obligations during the work permit operation phase.
